Every year, Marriage Tribunals submit an annual report to the Roman Rota. In turn, the Roman Rota sends the tribunals an annual evaluation. It is clear that the Roman Rota’s focus remains on the overwhelming number of marriages declared null because one or both of the parties was incapable of contracting marriage due to a grave lack of discretion of judgment concerning essential matrimonial rights and duties which are to be mutually given and accepted (canon 1095.2). The focus of this annual meeting is to assist all the canonists and support staff working in First Instance Courts to give due consideration to grounds in the Code of Canon Law other than canon 1095.2. To that end, Monsignor Kenneth Schwanger, from the Diocese of Miami and who earned both his JCL and JCD at the Angelicum, is the guest speaker for the three-day continuing education opportunity. He will focus on (canon 1099) error concerning the essential nature of marriage from two points of view. In addition, he will focus on (canon 1101.2) partial simulation to exclude the good of the spouses from two points of view. Monsignor Schwanger’s presentations are grounded in Rotal Jurisprudence. Participants will find it easier to follow Monsignor’s presentations if they have the following text in front of them during the presentations. In other words, participants are asked to bring to the meeting a copy of, “Rotal Jurisprudence: Selected Translations.” This text can be purchased from the Canon Law Society of America at This year’s province meeting is an opportunity to become better familiar with the grounds of error and partial simulation for the exclusion of the good of the spouses and to assist each tribunal in ensuring that it utilizes these grounds correctly. I urge you to send the canonists, defenders of the bond, the advocates, case sponsors, or anyone else from your diocese who helps Petitioners determine the grounds on which they believe their marriage was invalid to attend this continuing education opportunity. The meeting will be held at the Hampton Inn and Suites in Raleigh, North Carolina. The address is 3920 Arrow Drive, Raleigh, North Carolina, 27612. The room rate is $119 (plus tax) and includes breakfast. To make room arrangements, you may call 919-881-7080 and ask for the CDR (Catholic Diocese of Raleigh Provincial Meeting). Some rooms are available on Sunday evening. You must make your reservations before April 25, 2014. The hotel website is
