Fifteen Years After the Dallas Charter and Essential Norms: State of the Question

To protect minors and to better adjudicate what are now canonically specified as Article 6 SST/Normae offenses, in 2001 the Supreme Pontiff promulgated the law Sacramentorum sanctitatis tutela.  In 2002 the United States Conference of Catholic Bishops issued its Essential Norms, the only episcopal conference to date to receive the recognitio of the Holy See for particular law in this area.  This address will consider the state of the question of these laws in praxis (wording, interpretation, application) over the last decade and a half of development.  As canonists, how can we maintain balance – in truth, in justice, in mercy – amidst the often high profile and consistently complex juridic realities we’ve lived into during these last decades?

Mercy, Justice, and Law in Francis’ Interpretation of Vatican II

Pope Francis is the first post-conciliar pope, being the first pope in the post-Vatican II period who was not at the council. His interpretation of Vatican II is rooted in his pastoral experience, but also in his view of the relationship between letter and spirit, of Church and Gospel, of past tradition and proclamation of kerygma. Francis’ interpretation of Vatican II is necessary to understand his approach to the issues of mercy, justice, and law in his pontificate.
